Acting President Osinbajo Signs 2017 Budget [Details]
Acting President Yemi Osinbajo has signed the 2017 Appropriation Bill into law, one month after it was passed by the National Assembly.
Senate President Bukola Saraki and Speaker of the House of Representatives, Yakubu Dogara, joined the Acting President at the Presidential Villa for the signing of the budget.
The National Assembly passed the budget of N7.44tn on May 11 after increasing it from the N7.29tn proposed by the executive. Professor Osinbajo described the signing of the budget as “an important milestone” in the economic recovery and growth plan laid in April by President Buhari.
Earlier in the day, the Senior Special Assistant to President Muhammadu Buhari, Mr Garba Shehu, said the President had given Professor Osinbajo his backing to sign the budget.
Mr Shehu said in a statement that the President had in a letter dated June 10 and addressed to the Minister of Budget and National Planning, Udo Udoma, said it is in the interest of the nation’s economy for the Acting President to sign the budget.
According to him, the letter underscores the unity at the highest level of government.
Mr Shehu added that President Buhari said he was pleased with a resolution that the Executive would “submit next year’s budget proposals by October 2017 and the National Assembly will conclude the Appropriation process by December 2017, so that the country can return to a normal fiscal period from next year onwards”.

Traffic Offenders to be Subjected to Psychiatric Test [Funny]
The Federal Road Safety Corps (FRSC) says it will begin to subject traffic law violators to psychiatric test with effect from July 1.
Its Corps Marshal, Boboye Oyeyemi, stated this in Abuja on Monday at the opening of a five-day training programme on traffic safety of non-motorised transportation (NMT), which includes walking, bicycling, skating, wheelchair travel and other forms of human-powered transportation.
The training was organised for 22 FRSC officials.
Mr. Oyeyemi said the test would focus on four areas of violations namely: use of phone while driving, traffic light and route violations as well as dangerous driving.
“We are worried about the continuous use of phone while driving, traffic light violations, route violations and dangerous driving,” he said.
“I have invited the commanding officers for a strategic session on Friday."
“We will give them full directives to resume the referral of all these class of offenders to various government hospitals for check of their mental state.
“I think it is an act of irresponsibility for somebody to drive and use phone or for a traffic light to stop you and you jump the line.
“It means something is wrong with your mental faculty.
“So, there is need to examine this, to really check whether you are fit to drive, whether you have the mental capability.
“Fine is not the issue; the issue is we need a positive attitudinal change in Nigeria.
“We cannot continue to have fatal crashes due to traffic light violations, people jumping the traffic lights, I think it is crass irresponsibility.’’
Mr. Oyeyemi said offenders would bear the cost of the test in addition to paying the stipulated fines.
He stated that the FRSC is empowered by its enabling act to organise the proposed psychiatric examination.
“The Act (FRSC Establishment Act) is very clear on this. You can challenge it. People have been challenging the act, and that is the beauty of democracy,” the FRSC boss said.
“You can challenge it if you want to. For you to have a driver’s license, you must go for medical test.
“So, I can refer you back for medical check. What I am asking you to do is to go back for rechecking whether you are actually fit for driving, simple. It is very clear.
“The offender will bear the cost, when they confirm that he is fit then he will go for retraining programme and pay the fine.’’

Seven Nigerians Elected as British Lawmakers [See Pictures]
Seven candidates of Nigerian origin have been elected into the United Kingdom parliament in the election held on Thursday. Two representing the Conservative Party and five, the Labour Party.
The winners are Chuka Umunna representing Streatham; Bim Afolami, Hitchin and Harpenden; Fiona Onasanya, Peterborough; Chi Onwurah, Newcastle; Kate Osamor, Edmonton; Kemi Badenoch, Saffron Walden; and Helen Grant, Maidstone and The Weald.
Fiona Onasanya, a first timer, beat by 607 votes the Conservative candidate, Tory Stewart Jackson, who had been Peterborough’s MP for 12 years.
She credited her Bishop for inspiring her to go into politics.
Ms. Onasanya said: “I’m just so grateful. I agree with Jeremy Corbyn that politics has changed tonight. The people know there is a better way. I think I won because people saw that their vote matters.”
Umunna, Chi Onwurah, Kate Osamor and Helen Grant were all re-elected to represent their constituencies. Helen Grant like Umunna and Onwurah was first elected in 2010. Osamor was elected in 2015 to represent Edmonton.
Kemi Badenoch and Bim Afolami are the new faces in parliament and were elected on the Conservative platform. The rest are members of the opposition Labour Party.
Badenoch, nee Adegoke, will represent Saffron Walden and has served as a London-wide member of the London Assembly since 16 September 2015 following the resignation of Victoria Borwick upon her election to the House of Commons in the 2015 general election.
She joined the Conservative Party in 2005 and since then has been active in Conservative politics. In 2010, she stood in the Dulwich and West Norwood constituency against Tessa Jowell and came third behind the Liberal Democrats.
Two years later, Badenoch stood for the Conservatives in the London Assembly election where she was placed fifth on the London-wide list.
Bim Afolami, a corporate lawyer, will represent Hitchin and Harpenden constituency. He had stood in the Lewisham Deptford constituency in the previous 2015 general election, but did not succeed.
Mr. Afolami comes from Crowthorne, Berkshire. His father is a Nigerian consultant doctor who works for the National Health Service. He was educated at Bishopsgate School, Eton public school and Oxford University where he studied modern history. He was also vice president of the Oxford Union Society. He won by a majority of 12,000 votes.

Lindelof has done 'absolutely nothing' in football! - Ex-Man Utd midfielder
Former Red Devils midfielder Ray Wilkins had some harsh words for Jose Mourinho's summer signing, saying the club should have brought in Michael Keane.
He said United should have moved for Burnley's Michael Keane over Benfica's Lindelof, whom he believes "has done nothing" in football.
"We've got young Keane has done exceptionally well at Burnley, we're looking to bring him back at Manchester United for £28m, all of a sudden Lindelof is 30 [million]," Wilkins said. "Now, when we bring someone in from Europe, it always starts with a three. This guy has done nothing. Absolutely nothing. Yet Keane has played a season exceptionally well in the Premier League, but we're talking £25m. This guy's coming in at £32m, £33m. Can he do it? We know Keane can, yet we're prepared to spend."
Well Mr. Wilkins, Lindelof has won several titles with Benfica, played regular Champions League football and a full international. He is also two years younger than Keane.
The 22-year-old Lindelof has played for Benfica since 2012. He became a regular first-team player in 2016, helping lead his side to the league cup.

Manchester United's Morata Deal Closed [Details]
Alvaro Morata and Manchester United are waiting for Real Madrid's decision on whether to sell the striker, his agent, Juanma Lopez has confirmed.
United have been heavily linked with a move for the Spain international and reportedly had a €60 million bid rejected last week, with Jose Mourinho's side said to be planning a new offer.
"Manchester United? They are a club with great glamour, a very interesting option," Lopez."I can say that their proposal is a very, very important one and now the decision rests with Real. I cannot say [if a deal will be closed soon] – we will see."
AC Milan were also interested in Morata, with Lopez revealing their offer simply fell short before they instead opted to sign Porto striker Andre Silva.
"Yes, there was frequent contact with us until a few days ago – I can confirm that," added Morata's representative.
"Quite simply, Real Madrid considered the Rossoneri's offer to be unsatisfactory."

You Cannot Give What You Don't Have [See Why]
A friend came visiting a man a long time ago hoping the man would help him out of his mess. But, unfortunately, this man couldn't help his friend out. You wanna know why? He did not have what his friend needs in possession, so he couldn't give it to him.
I know many of us must have been in this kind of scenario before. It is just a simple theory which is practical; You cannot give to anyone what you don't have in your possession.
The moment you want to give someone else's property out to another person, you attract a fight.
One thing you need to understand about yourself is what you have in your possession. Whatever is not in your possession, you cannot give out.
Take for example, a man who doesn't own a car can't take someone's key and give to another as a present, he'll be insulted, if not even beaten.
There are things which are essential we have in our possession. Take for example, Love: You claim no one loves you or you've got many haters than lovers. Have you checked yourself? Do you even have love in your possession to give out to people around you? Don't forget the law of karma, what you sow is what you reap. You must have sown the wrong seeds.
Another is Peace: Your environment or life cannot be peaceful if your part is not being played. If you don't have peace from within, you cannot experience peace in other fields.
And mostly, to impart knowledge, you must have acquired knowledge from somewhere beforehand. A teacher cannot stand at the whiteboard teaching if he or she knows nothing, the moment it happens, the students will make the class unbearable for him or her.
You cannot pass the knowledge of what you don't know to others. It is impossible.
So, if you don't have love, you can't give love; if you don't have peace, then you can't give it, if you don't have knowledge, then you can't give and lots more.
Whatever you don't possess you can't give to anyone.
Go out and acquire some of these essential virtues and make sure you touch a life today.

The funny thing about taking steps towards your goal is that eventually you get there. Every journey starts with a step. This is related to the common saying of the Chinese man, Lao Tzu, "A journey of a thousand miles begins with a single step".
The trick is to keep taking those smaller steps while keeping a positive attitude about the progress you’re making. Taking steps forward without a positive attitude will eventually lead to a big drawback.
It’s harder to do than it sounds because often these steps are not glamorous and it feels like you’re not getting anywhere.
It’s easy to lose sight of the bigger picture and where you’re going. But as long as you keep taking the steps you’ll achieve something bigger than the sum of those steps.
You can start from somewhere, don't wait for the big opportunity. The smaller opportunities sum up to become the bigger opportunities.
Start taking steps and don't forget that it must be with a positive attitude.
Children Grow Shorter Without Cow's Milk [Details]
Researchers have linked the consumption of non-cow's milk with shorter height in children.
A new study of more than 5,000 children has associated consumption of non-cow's milk with shorter height, raising concerns about the nutritional content of cow's milk alternatives.
Researchers found that children who consume non-cow's milk may be shorter than average for their age, compared with children who drink cow's milk.
Furthermore, the study revealed that the greater children's intake of non-cow's milk, the shorter they are likely to be.

Lead study author Dr. Jonathon Maguire, of St. Michael's Hospital in Canada, and colleagues recently reported their findings in The American Journal of Clinical Nutrition.
According to the National Institutes of Health (NIH), the advice is that cow's milk should not be given to children under the age of 1 year, as it lacks many of the required nutrients. What is more, the protein and fat in cow's milk is hard for babies to digest.
For children over the age of 1 year, however, cow's milk is considered beneficial for the developing brain and bone health, due to its high content of fat, protein, and calcium.
Studies have also associated cow's milk consumption in childhood with increased height. The new study supports this association, after finding that children who drink non-cow's milk are likely to be shorter.
Dr. Maguire and team came to their findings by analyzing the data of 5,034 children aged 24 to 72 months who were a part of the Canadian Applied Research Group for Kids cohort.
The researchers looked at each child's daily intake of cow's milk, as well as their daily intake of non-cow's milk, such as soy milk and almond milk.
Cow's milk was consumed on a daily basis by 92 percent of the children, while 13 percent of the children drank non-cow's milk every day.
Compared with children who consumed cow's milk, those who drank non-cow's milk were shorter than average for their age; for every 250-milliliter cup of non-cow's milk consumed daily, children were an average of 0.4 centimeters shorter.
For each cup of cow's milk consumed daily, however, children were an average of 0.2 centimeters taller.
The team identified a height difference of 1.5 centimeters for a 3-year-old who drank three cups of non-cow's milk daily, compared with a 3-year-old who consumed three cups of cow's milk every day.
The researchers also identified shorter-than-average height among children who drank a combination of cow's milk and non-cow's milk, suggesting that cow's milk does not offset the link between non-cow's milk and reduced height.
Nutritional content of non-cow's milk may be to blame
The study was not designed to pinpoint the underlying mechanisms for the link between non-cow's milk intake and shorter height, but the researchers suggest that it might be down to the lower levels of protein in non-cow's milk.
As an example, Dr. Maguire notes that two cups of cow's milk contain around 16 grams of protein, which is 100 percent of the daily protein recommendation for a 3-year-old child. In comparison, two cups of almond milk contain just 4 grams of protein.
Given that childhood consumption of non-cow's milk is on the rise - due to allergies and perceived health benefits - the researchers believe that there should be increased focus on the nutritional content of such products.
"If products are being marketed as being equivalent to cow's milk, as a consumer and a parent, I would like to know that they are in fact the same in terms of their effect on children's growth," says Dr. Maguire.
Does this means, shorter heights might not just be hereditary alone? Cow's Milk consumption might as well be related.

This is not their fault anyways, but everyone is just too busy to even notice that someone is not moving. It takes a strong heart to be solving a personal problem and at the same time be solving other people's problems. In fact, if one is not careful, one will fall while doing this.
Those you're looking on to are humans like you, they've got their problems too. They have to take care of their immediate families' basic needs as well as so many other things, so, don't wait for them.
So, the earlier you have this mentality of sorting yourself out first and stop thinking about someone who is supposed to help you, the better the pace at which you move.
You don't know how far you can go, a lot of things you can do until you start taking steps by yourself and stop waiting for someone to put you through.

Jose Mourinho has claimed to be “terrible at picking teams”, with Manchester United, Inter and Real Madrid taken on in “big trouble”.
The Old Trafford Manager has enjoyed success wherever he has been, with a productive spell when he was at Porto putting him on the path to greatness.
He is of the opinion that he inherited testing situations in Italy, Spain and England before turning fortunes around.
Mourinho was quick to bill himself as “a special one” upon taking the reins at Chelsea, and it appears that he continues to retract in that role.
He told Portuguese newspaper Expresso : "I'm terrible at picking teams."
"I always choose teams, as they say in England, in big trouble."

Falcao becomes Colombia's all-time top goalscorer
Radamel Falcao is now the most prolific goalscorer in the history of the Colombia national team.
The Monaco striker found the back of the net against Spain, allowing him to move into sole position atop his country’s goalscoring charts.
The 31-year-old striker scored in the 55th minute in an international friendly against Spain to give his side a 2-1 advantage.
He passed Arnoldo Iguaran, who scored 25 goals playing in 68 matches for Colombia from 1973-1993 (a 24 years record).
It had been a long time coming for Falcao. His last goal for his country came on 6 June 2015, meaning he broke his international drought almost exactly two years to the day.
The striker may want to continue finding the goals for Colombia, however, if he wants to maintain the record for as long as Iguaran held it. But, don't forget the Real Madrid attacker, James Rodriguez has 19 goals in his Colombia career and is just 25-years-old, leaving him lots of time to catch up to Falcao if he (Falcao) experiences another goalscoring drought.

Conte Asks Costa to Leave Chelsea [Details]
Costa has claimed Conte does not want him at Chelsea.
Chelsea striker, Diego Costa said he has been told by manager Antonio Conte that he does not have a future at the Stamford Bridge.
The striker has been linked with a move away from the Premier League champions for much of the past season, despite having scored 22 goals in all competitions.
Costa was tipped for a move to the lucrative Chinese Super League in January only to commit to Chelsea for the remainder of the campaign, but his future has been cast into fresh doubt since reports emerged linking the Blues with a bid for Everton striker Romelu Lukaku.
The 28-year-old Striker has now stated that Conte has informed him he is free to look for another club and believes his dip in form in the second half of the season is behind the decision.
"I had a simple little message on my mobile from Conte in which he said that he isn't counting on me for next season," Costa told the media following Spain's 2-2 friendly draw with Colombia last Wednesday.
"I'm on the market and so I'm looking for a team. If the coach doesn't want you, you have to leave."
Costa has been linked with a potential move back to Atletico Madrid but he says a return is complicated by the LaLiga club's transfer ban.
Don't forget that this club has been banned from fielding new signings until January next year.
"It would be nice to go back to Atletico but I have to think everything over," he said. "There's a World Cup [in 2018] and I need to play. Being four or five months without playing is tough, but people know that I love my Atletico team-mates a lot, I love living in Madrid."

The Red Devils have decided against extending the Swedish striker's contract, with the 35-year-old recovering from a cruciate ligament injury.
The Premier League have confirmed that Zlatan Ibrahimovic has been released by Manchester United.
The Swedish striker suffered a cruciate ligament injury in United's Europa League quarter-final win over Anderlecht in April and missed the final 10 matches of the season.
Goal reported on Thursday that Ibrahimovic was set to be let go by Jose Mourinho's side , despite an impressive 28-goal campaign following his move from PSG last summer.
It was reported that United had the option to extend the 35-year-old's contract by an extra year, although the knee injury, which forced him to miss the Europa League final win over former club Ajax, has ultimately made up the club's mind.
Despite having undergone successful surgery, it is expected to take months before Ibrahimovic recovers and return to action.
Mourinho has subsequently decided against waiting for the veteran attacker to recover, with the club looking for a replacement in the summer transfer window.
But as for Ibrahimovic, his agent Mino Raiola has suggested that he is keen to remain in the Premier League, opening the door to joining one of United's rivals.

Messi Speaks On Outgoing Barcelona Coach, Luis Enrique
Lionel Messi says Luis Enrique brought a desire to achieve greatness again upon his arrival at Barcelona.
The Argentine superstar hailed the outgoing manager’s time at Camp Nou as memorable.
Messi credits his coach with having helped to bring the best out of him and for having picked Barca up following Gerardo Martino’s reign.
He told FourFourTwo: “Luis Enrique motivated us to be a great team again. I have to say that his arrival motivated us to compete again.
“We were, as a group, in a low moment, but when he arrived at Camp Nou, he lifted us to train and play at our best level. He gave us the desire to become a great team again.”
“After our 3-2 win at Real Madrid in April, Luis Enrique told me that I was the best player in football history,” Messi added.
Barcelona has appointed Ernesto Valverde as new manager.
“I said I wanted a tough challenge and it’s one the toughest”, he told
newsmen after his confirmation.
“When a team like FC Barcelona calls you, you don’t have to think about it.

Champions League final: Real Madrid to face Manchester United in Super Cup
Real Madrid will play Manchester United in the UEFA Super Cup in Macedonia on August 8.
The Super Cup usually pits the Champions League holders with their Europa League counterparts.
Zinedine Zidane’s team booked their place in the start-of-season fixture, after they defeated Juventus 4-1 in the Champions League final on Saturday in Cardiff.
With this victory, Madrid became the first team to win the competition back to back in the modern era. It is also Los Blancos’ 12th title.
United won the Europa League, with a 2-0 win over Ajax last month.
Paul Pogba and Henrikh Mkhitaryan scored for Jose Mourinho’s side in Stockholm, as they also secured a return to the Champions League.
It will be the first meeting between the two clubs since the 2012/2013 season, when Madrid knocked United out of the Champions League.

I Will Never be a Striker – Ronaldo Warns Zidane
Real Madrid’s Cristiano Ronaldo has rubbished claims he is playing as a striker and insists he will never be deployed in that position.
Ronaldo has always been used in a wide position, where his pace would allow him cut in on either foot and shoot. But at 32, the Portugal captain has lost of some his pace and operates in central areas.
It was from the position that he scored twice, as Zinedine Zidane’s men defeated Juventus 4-1 in the Champions League final on Saturday night.
However, shortly before the game, Ronaldo was keen to point out that he was not playing as a striker.
People think I’m front. I will never be front,” Ronaldo said on La Sexta show, ‘Jugones’.
“I have made almost 600 goals playing in the position I play, why change.
“It depends on the tactics that the coach puts. I like to play freer, when we play 4-4-2, I like it more.
“But that does not mean I do not like playing with 4-3-3 because I make other moves and I start from a different position.
“Of course I like to play freer because it is a position in which I also play with Portugal, but obviously I also like the 4-3-3.”

Is it Okay to Fight? [Married and Singles]
You may be one of the many who believe it is wrong to argue, disagree, engage in conflict or fight.
Such notion has all but collapsed under a barrage of information to the contrary.
People in relationship or married couples who say they have never had a fight are deluding themselves or are entirely out of touch with their emotions.
Those who refuse to acknowledge the need to fight will suffer from displaced anger such as hostility, emotional instability, depression, a long list of health problems, and/or a lack of intimacy.

Yes, it's risky to fight. But learning how to fight fair might be the most important communication skill you will ever learn.
Fighting between two people who really care about one another does not have to be destructive but rather be highly constructive. This means you are about each other so much that you will negotiate and deal with a problem until you find a mutually satisfying solution.
Finally, fighting is okay. The end results and methods involved determines if a fight is good or not.
Don't be a victim because of a norm or a general saying or belief.
You have to agree mutually before things are done.

You Will Be Working With Robots Sooner Than You Think [Is this True?]
Microsoft founder Bill Gates recently suggested that robots primed to replace humans in the workplace should be taxed. While Gates’s proposal received a mixed reception, it mainly served to stoke an erroneous narrative that humans need to fear robots stealing their jobs.
The whole idea of implementing a robot tax is premature, though not quite 50 to 100 years in the future, as Treasury Secretary Steven Mnuchin believes. Before we can start talking about the capitalization of artificial intelligence (AI) and taxing robots, we need to investigate, decipher, and tackle serious challenges in the way of making robots work effectively for the general consumer and in the workplace.
Robots will be able to perform tasks that significantly impact the traditionally human workforce in irreversible ways within the next five years. But first, people who build and program all forms of AI need to ensure their wiring prevents robots from causing more harm than good.
It remains to be seen how important maintaining a human element—managerial or otherwise—will be to the success of departments and offices that choose to employ robots (in favor of people) to perform administrative, data-rich tasks. Certainly, though, a superior level of humanity will be required to make wide-ranging decisions and consistently act in the best interest of actual humans involved in work-related encounters in fully automated environments. In short, humans will need to establish workforce standards and build training programs for AI and robots geared toward filling ethical gaps in robotic cognition.
Enabling AI and robots to make autonomous decisions is one of the trickiest areas for technologists and builders to navigate. Engineers have an occupational responsibility to train robots with the right data in order for them to make the right calculations and come to the right decisions. Particularly complex challenges could arise in the areas of compliance and governance.
Humans need to go through compliance training in order to understand performance standards and personnel expectations. Similarly, we need to design robots and AI with a complementary compliance framework to govern their interactions with humans in the workplace. That would mean creating universal policies covering the importance of equal opportunity and diversity among the human workforce, enforcing anti-bribery laws, and curbing all forms of fraudulent activity. Ultimately, we need to create a code of conduct for robots that mirrors the professional standards we expect from people. To accomplish this, builders will need to leave room for robots to be accountable for, learn from, and eventually self-correct their own mistakes.
AI and robots will need to be trained to make the right decisions in a countless number of workplace situations. One way to do this would be to create a rewards-based learning system that motivates robots and AI to achieve high levels of productivity. Ideally, the engineer-crafted system would make bots “want to” exceed expectations from the moment they receive their first reward.
Under the current “reinforcement learning” system, a single AI or robot receives positive or negative feedback depending on the outcome generated when it takes a certain action. If we can construct rewards for individual robots, it is possible to use this feedback approach at scale to ensure that the combined network of robots operates efficiently, adjusts based on a diverse set of feedback, and remains generally well-behaved. In practice, rewards should be built not just based on what AI or robots do to achieve an outcome, but also on how AI and robots align with human values to accomplish that particular result.
But before we think about taxing robots and AI, we need to get the basics of the self-learning technology right, and develop comprehensive ethical standards that hold up for the long term. Builders need to ensure that the AI they are creating has the ability to learn and improve in order to be ethical, adaptable, and accountable prior to replacing traditionally human-held jobs. Our responsibility is to make AI that significantly improves upon work humans do. Otherwise, we will end up replicating mistakes and replacing human-held jobs with robots that have ill-defined purpose.
